The key to its project (which takes a people-oriented approach based on their capacity for innovation and social responsibility) is the public-private aggregation formed by UPV/EHU, Tecnalia Corporación Tecnológica and the Donostia International Physics Center (DIPC).
 
The project is supported by the local and regional governments of the Basque Country and the leading organisations in the Basque Country's technology, science and innovation network.

Its aim is to establish itself as a research university offering innovative teaching methods, an interdisciplinary and international approach, and a commitment to the community, in an institution that seeks a fairer, more balanced and sustainable society.
Its project covers three main areas: teaching (with a system for innovation in teaching and learning, student employment plan…); research and development (with the rollout of a series of research centres [Nutrition, Bioengineering and Neglected Diseases], a company incubator, a research centre for humanities and social sciences, [ICS, Culture and Society Institute], and the upgrading of the applied pharmacobiology research centre…); and the enhancement and transfer of knowledge.
